Do You Need a Boating License to Ride a Jet Ski in Florida?

Florida doesn't have a "jet ski license" — but most riders do need a Boating Safety Education ID Card, and there are age, life jacket and hours rules every rider should know. Here's the straight answer from South Florida's watercraft specialists, with links to the official sources.

Is there a jet ski license in Florida?

Not a license like a driver's license. What Florida requires is the Boating Safety Education ID Card — proof you've passed an approved boating safety course. The FWC is clear that the card "is not a boating license", but on the water it does the same job: if you need it and don't have it, you can be ticketed.

Jet skis (personal watercraft, or PWC) count as vessels, so the same card covers your Sea-Doo, Yamaha WaveRunner or Kawasaki as well as a boat. See the FWC Boating Safety Education ID Card page.

Who needs the Boating Safety ID Card?

Under Florida Statute 327.395, you need the card if both are true:

  • You were born on or after January 1, 1988, and
  • You're operating a vessel with 10 horsepower or more — which is every jet ski on the market.

Born before 1988? You don't need the card, but the course is still worth taking.

When you ride, carry a photo ID plus your card (or a driver's license showing it), a temporary certificate, or an accepted out-of-state or Canadian boating card.

Who is exempt?

The statute lists a few exemptions. You don't need the card if you:

  • Hold a U.S. Coast Guard captain's license (master).
  • Only ride on a private lake or pond.
  • Are accompanied by a card holder (or exempt person) who is 18 or older and responsible for the vessel.
  • Are a non-resident with photo ID and proof of an approved course from your state.
  • Bought the ski within the last 90 days and have the bill of sale aboard.
  • Passed your course within the last 90 days and carry the completion certificate and photo ID.

How old do you have to be to ride a jet ski in Florida?

Under Florida Statute 327.39:

  • 14 is the minimum age to operate a jet ski — even with a boating card. Owners who let anyone under 14 drive commit a misdemeanor.
  • 18 is the minimum age to rent a jet ski or motorboat from a rental company (livery).
  • Riders 14–17 can operate their own or the family's ski, as long as they have their Boating Safety ID Card.

Renting a jet ski? The 90-day temporary certificate

Visiting, or don't have your card yet? Rental companies must check that you meet the education rules before you ride, and they give every renter a pre-ride safety briefing.

If you don't have a card, you can take the FWC temporary certificate exam — 25 questions, 19 correct to pass — and get a certificate valid for 90 days. It can't be converted into the lifetime card and only works in Florida. Details: FWC Temporary Certificate Program.

How to get your Florida Boating Safety ID Card

  1. Take an approved course. The FWC lists online and classroom options on its approved courses page. The BoatUS Foundation course is free; most others run about $18–$80. Florida residents aged 12–18 can also take the free Florida Virtual School course.
  2. Pass the exam at the end of the course.
  3. Get the card. Many providers send your details to the FWC for you, and the card arrives in about 2–3 weeks. If yours doesn't, email or mail your completion certificate to the FWC Boating Safety Unit.

The card is valid for life — one course and you're set.

Jet ski rules every Florida rider must follow

From Florida Statute 327.39 — these apply to everyone on a PWC, card or no card:

  • Life jackets: everyone riding or being towed must wear a U.S. Coast Guard-approved life jacket — inflatable life jackets are not allowed on a jet ski.
  • Lanyard: if your ski has an engine cut-off lanyard, it must be attached to you, your clothing or your life jacket.
  • No night riding: no jet skis from 30 minutes after sunset to 30 minutes before sunrise — even with lights.
  • No reckless riding: weaving through boat traffic, jumping another boat's wake too close, or swerving at the last second to avoid a collision all count as reckless operation.
  • Watch for manatee and idle-speed zones — they're everywhere in South Florida waters.

What happens if you ride without the card?

Operating without the required card and photo ID is a noncriminal infraction — a ticket and a fine, and some courts also require you to take the course. Reckless operation, letting a child under 14 drive, or renting without the required instruction are more serious and can be misdemeanors.

Your pre-ride checklist

  • Boating Safety ID Card (or temporary certificate) + photo ID
  • Non-inflatable, Coast Guard-approved life jacket for every rider
  • Lanyard attached
  • Back at the dock 30 minutes after sunset
  • A ski that's been serviced — a breakdown offshore is the most dangerous kind

That last one is where we come in.
